Dubai Municipality Housing Fee: Dubai's Council Tax Explained

The Dubai housing fee is a Dubai Municipality charge of 5% of a home's annual rent, added in monthly parts to the DEWA bill. Tenants pay 5% of the rent in their Ejari contract, and owner-occupiers pay 5% of a RERA index rent for the home. UAE nationals are exempt.

The Dubai Municipality housing fee is a charge of 5% of a home's annual rent, collected in monthly instalments on the DEWA (Dubai Electricity and Water Authority) bill. Tenants pay it on the rent in their Ejari contract. Owners who live in their own home pay 5% of a rental value set from the RERA rental index. UAE nationals are exempt.

Checked on 30 September 2026 against the UAE Government portal (u.ae) and Dubai Municipality's service list. The Dubai Municipality housing fee pages and dewa.gov.ae could not be opened on that date, so the owner-occupier, exemption and empty-home rules are confirmed from Bayut, Property Finder and a Dubai Municipality statement reported by Emirates 24|7. GBP figures use AED 4.88 = £1 (30 September 2026) and are rounded.

What is the housing fee in Dubai?

The Dubai housing fee is Dubai Municipality's charge on people living in homes in Dubai, set at 5% of the annual rent. It pays towards municipal services and is collected by DEWA on the monthly electricity and water bill, so there is no separate invoice.

“"Tenants must pay housing fees to Dubai Municipality, which is calculated at the rate of 5 per cent of the yearly rental charges."”

UAE Government portal (u.ae), Leasing a property in the UAE

How is the Dubai housing fee calculated?

The Dubai housing fee is 5% of the annual rent, divided into 12 monthly instalments. For a tenant, the rent is the figure in the Ejari contract, the tenancy registration that the Dubai Land Department runs. DEWA's systems are linked to Ejari, so when a tenancy is renewed at a new rent, the housing fee updates automatically.

For an owner living in the home, there is no rent, so Dubai Municipality uses a rental value for a similar home based on the RERA (Real Estate Regulatory Agency) rental index and charges 5% of that.

Five-bedroom villa at AED 400,000AED 20,000AED 1,666.67£4,100

The rents in this table are round figures chosen to show the arithmetic, not market averages. To estimate your own fee, divide your annual rent by 20. To see what a similar home lets for, check the DLD rental index in the Dubai REST app.

Who pays the housing fee in Dubai: landlord or tenant?

The tenant pays the Dubai housing fee on a let home, because the fee is billed to the DEWA account and the tenant opens the DEWA account in their own name. A landlord with a tenant in place pays nothing, unless the landlord keeps the DEWA account in their own name, for example on a furnished or short-term let, in which case the fee lands on the landlord's bill.

Do homeowners pay the housing fee in Dubai?

Yes. Owners who live in their own Dubai home pay the housing fee at 5% of a rental value for the property, taken from the RERA rental index, because there is no rent to charge it on. A Dubai Municipality official told Emirates 24|7 in 2010 that freehold owners were being charged "at five per cent per annum using the Rera rent index", and current guides from Bayut (updated 15 September 2026) and Property Finder describe the same method.

The Dubai Land Department launched its Smart Rental Index on 2 January 2025, which rates buildings by location, quality and facilities. It is the current rental index for Dubai.

Do you pay the housing fee on a vacant property?

Yes, while the DEWA account is open. Dubai Municipality charges the housing fee through DEWA, so a live DEWA connection is what triggers it, whether or not anyone lives in the home. A Dubai Municipality official put it plainly in 2010: a DEWA connection "is the only requirement for the municipality to charge housing fee". The rule has not been reported as changed since.

An empty home with a live DEWA account is still charged

If your Dubai flat stands empty between tenants, or while you live abroad, the housing fee keeps running on your DEWA account. Either close the account until the next tenant opens their own, or budget for 5% of the home's rental value a year.

Are UAE nationals exempt from the housing fee?

Yes. UAE nationals are exempt from the Dubai Municipality housing fee, whether they rent or own. Bayut and Property Finder both state the exemption; Dubai Municipality's own rules page could not be opened to confirm the wording.

How do you check the housing fee on your DEWA bill?

The Dubai housing fee appears as its own line on the monthly DEWA bill, labelled as the Dubai Municipality housing fee. Multiply the monthly amount by 12 and divide by 0.05: the answer should be your annual rent, or for an owner a fair rental value for the home. If it is not, the rent held by DEWA is wrong.

How do you correct a wrong housing fee?

Dubai Municipality lets residents ask for the housing fee to be recalculated through its "Adjust Housing Fees" service.

“"Residents can apply to amend Dubai Municipality housing fees on leased or owned units based on rental value within 3 working days."”

Dubai Municipality, services list
  1. Log in to the Dubai Municipality website or app (or DubaiNow) with UAE Pass, the UAE's digital identity.
  2. Go to Individual Services, then Dubai Municipality Fees, and choose the application to amend the housing fee.
  3. Enter your DEWA account number and the property details.
  4. Upload your Ejari tenancy contract (tenants) or your title deed (owners).
  5. Wait up to 3 working days. If you have been overcharged, the difference is credited to your DEWA account.

The official application is at housingfees.dm.gov.ae, and Dubai Municipality's call centre is on 800 900. Tenants rarely need to do this now, because renewals registered on Ejari update DEWA automatically; it matters most after a mid-year rent change, a move, or a switch from renting to owning.

Is there council tax in Dubai?

There is no council tax in Dubai, but the housing fee is the nearest equivalent for UK readers. Both are local charges for living in a home, paid in monthly instalments. They work differently:

For a UK buyer letting a Dubai flat, the housing fee is the tenant's cost, as council tax usually is in the UK. What the landlord pays each year is service charges, covered in service charges in Dubai. Dubai has no annual property tax either; see is there property tax in Dubai?

What changed in 2025 and 2026

  • January 2025: the Dubai Land Department launched the Smart Rental Index, the current RERA benchmark for rents.
  • No change to the 5% rate or the UAE national exemption.

Where the housing fee fits in your costs

The housing fee is a running cost of living in a Dubai home, not a cost of buying one. The one-off costs of buying, such as the 4% DLD fee, are in our guide to the cost of buying property in Dubai and the DLD fees page.
